Ciudad Altamirano is about miles away from Ixtapa. The warning is meant for those that cross the border at places like Laredo and are driving down. The road to Acapulco about the same, and the same reason for the warnings. The Ciudad Altamirano road has always been dangerous - even 20 years ago. It heads inland and there is absolutely no reason anyone staying at Ixtapa would be heading up that road.
